Optimist International. The contest is designed for youth to gain experience in public speaking and provide them with the opportunity to compete for a college scholarship. Funding The Optimist Oratorical Scholarships are funded by member donations to the Optimist International Foundation and Canadian Children’s Optimist Foundation.The deadline for Clubs to submit their winning essay to the District Chair is February 28. Club Contest entrants will be notified of their status between March 1 and March 15. District entries are judged and submitted to the Optimist International Programs Department no later than April 15, 2020.Optimist International Oratorical Contest. Topic for the 2019-20 school year is: “Just iMagine a World without Boundaries”. Who: Youth under the age of 19 as of October 1, 2019 (and is not enrolled as a degree seeking student of a post-secondary institution) in the United States, Canada or the Caribbean. February 5 th 2019 is the first day of the Margaret Barclay Memorial 2019 Optimist Oratorical Contest.
